WHEREAS the integrated management of the principal reservoirs of the Ottawa River Basin is the responsibility of the Ottawa River Regulation Planning Board; and

WHEREAS the health and safety of people living along the banks of the Ottawa River is of critical importance; and

WHEREAS the floods that occurred in 2017 and again in 2019 are unusual events; and

WHEREAS the climate conditions that precipitated these events were not identical in those two years;

BE IT RESOLVED THAT the Municipal Council hereby asks the Provincial and Federal governments to establish a committee for the purpose of understanding what were the conditions that precipitated these floods in order to create management tools for the Ottawa River Basin; and

BE IT FURTHER RESOLVED THAT this committee be established as soon as possible in order to ensure that these events won’t happen in the future.

WHEREAS a number of residents of the City of Clarence-Rockland are affected by the recent spring flooding; and

WHEREAS many of them will face major cleaning and renovations as a result of these floods; 

BE IT RESOLVED THAT Council mandates the administration to establish a list of addresses that will comprise of all properties affected by the floods within the limits of the City of Clarence-Rockland; and

BE IT FURTHER RESOLVED THAT Council mandates the administration to take the necessary measures to ensure that the residents of the affected properties included on the list be exempt from all fees to bring their waste and materials to the City’s landfill site, upon presentation of proof of residence, to be effective immediately and until July 31, 2019.

 

WHEREAS a number of residents of the City of Clarence-Rockland are affected by the recent spring flooding;

BE IT RESOLVED THAT Council authorizes that the residents of the properties affected by floods be exempt from all fees related to applications for demolition permits, to be effective immediately.

BE IT FURTHER RESOLVED THAT Council mandates the administration to review the potential needs of the properties affected by the spring floods in order to prepare a report proposing options that will have to be considered in relation to the process for zoning by-law amendment applications, minor variance applications, or building permit applications.

Note: Members of the public may come forward to the podium and after seeking permission from the Presiding Officer, shall state their name and direct their question/comment on any matter which is related to any item included in this agenda to the Presiding Officer. 
The maximum time allowed in all circumstances for a question/comment shall be three (3) minutes per person per meeting.  There shall be a maximum of 30 minutes dedicated to the question/comment period.  Any unasked questions/comments due to the time restriction may be submitted in writing to the Clerk.
At no time shall this question period be taken by members of the audience to make speeches or accusations.
