BE IT RESOLVED THAT the Council of the City of Clarence-Rockland confirms its willingness to collaborate with the Village of Casselman in exploring the feasibility of extending Clarence-Rockland’s Ottawa River water supply to serve Casselman; andBE IT RESOLVED THAT the City of Clarence-Rockland provide a letter of support to the Village of Casselman for inclusion in its submissions to the Province of Ontario and the Government of Canada; andBE IT FUTHER RESOLVED THAT any future agreements related to the provision of water services to the Village of Casselman shall remain subject to further technical, financial, and legal analysis, and to the approval of Council.b.Notice of Motion proposed by Councillor Fournier and seconded by Councillor Stewart to adopt the Vision Zero Road Safety Strategy WHEREAS the City of Clarence-Rockland is committed to the health, safety, and well-being of all residents; and WHEREAS traffic fatalities and serious injuries are preventable through a comprehensive approach that combines education, enforcement, engineering, and policy; andWHEREAS the Vision Zero approach recognizes that no loss of life on our roadways is acceptable; andWHEREAS municipalities across Canada are adopting Vision Zero as a proven strategy to improve transportation safety;BE IT RESOLVED that the Council adopts the principles of Vision Zero and commits to developing a comprehensive action plan to eliminate traffic fatalities and serious injuries on all roads within the municipality. c.Seeking Legal Opinion on Municipal Standing Regarding Provincial Cancellation of Automated Speed Enforcement Programs WHEREAS the Ontario Government has announced its intention to introduce legislation banning the use of Automated Speed Enforcement (ASE) cameras by municipalities across the province; andWHEREAS ASE programs have been implemented in over 40 municipalities since 2019, including the City of Clarence-Rockland, with demonstrated success in improving road safety, particularly in school zones and areas with vulnerable road users; andWHEREAS the cancellation of ASE programs may result in financial losses to municipalities, including sunk costs, lost revenue earmarked for traffic safety initiatives, and increased enforcement burdens on police services; andWHEREAS several municipalities and the Association of Municipalities of Ontario (AMO) have expressed concern over the provincial overreach and the undermining of local autonomy in traffic safety matters;BE IT RESOLVED THAT Council directs municipal administration to seek a legal opinion from qualified municipal law counsel on the following matters: Whether the Municipality has any legal standing or recourse to challenge the proposed provincial legislation banning ASE programs; Whether the cancellation of ASE programs constitutes an infringement on municipal authority or violates any existing agreements, contracts, or statutory provisions; What legal options, if any, are available to the Municipality to preserve or continue ASE operations under a modified framework; The potential for collective municipal action or advocacy through AMO or other bodies to oppose the legislation.
