The meeting is scheduled to begin at 6:00 pm in order to allow for a closed session. 

The portion of the meeting that is open to the public begins at 7:15 pm.

Clarence-Rockland is situated on the unceded traditional and ancestral land of the Anishinaabe and Haudenosaunee Nations. The City of Clarence-Rockland gratefully acknowledges these Indigenous nations for their guardianship of this land, and we honour them.

Sports Complex Stock Taking - YMCA Negotiation Strategy Update

 

At this point, the Regular Council Meeting is adjourned as Council proceeds to a Committee of the Whole session.

WHEREAS libraries are an integral part of a community and are essential to its prosperity and growth, and;

WHEREAS the Clarence-Rockland Public Library has demonstrated significant success in delivering a wide range of programs and services to the residents of Clarence-Rockland consistently, and;

WHEREAS ensuring a reliable and steady funding source will enhance the Library's ability to effectively manage its financial operations and plan for the future, and;

WHEREAS the Library has expressed interest in securing multi-year pre-approved funding for its operations, and;

WHEREAS Council has previously approved an allocation of $1,226,856 to the Clarence-Rockland Public Library for the year 2024.

BE IT RESOLVED that the council hereby commits to allocating a grant of $1,226,856 to the Clarence-Rockland Public Library for the municipal budgets of 2025 and 2026, ensuring continued support for its vital services and programs.

WHEREAS the Expo Clarence-Rockland will not be held in 2024 as major renovations prevent the arena from being available on the date requested for the event; and


WHEREAS despite the City's efforts to find an alternative date for the event, it was unsuccessful; and


WHEREAS the budget that had been allocated to Expo Clarence-Rockland will not be needed for 2024 since the event will not take place; and


WHEREAS the cost of attending professional development conferences for Council members is proving to be more expensive than anticipated;


BE IT RESOLVED that the amount of $11,842 that had been budgeted to contribute to Expo Clarence-Rockland be divided equally in the expense budget of the 9 Council members to make up the shortfall, in order to allow their professional development.

WHEREAS some residents and business owners have raised concerns about the negative impact of City By-law No. 2018-41, which provides for certain classes of businesses to close during certain hours of certain days and during certain holidays, and to exempt certain classes of businesses therefrom; and

WHEREAS the Employment Standards Act of Ontario already regulates and offers protections for employees and holidays;

BE IT RESOLVED THAT Council hereby mandates the administration to validate if there is still a need for the enacted By-law 2018-41 and to prepare a By-law to repeal By-law 2018-41 if it is deemed to be in the best interest of the City to repeal the said by-law at this time.

At this point, the Committee of the Whole session is adjourned as Council resumes its Regular Council Meeting.
